A steering gear is the unit that turns the rotation of the steering column into the sideways movement that steers the front wheels. On almost every passenger car it is a rack and pinion: a toothed pinion on the end of the column turns a toothed bar, the rack, which slides sideways in the housing and moves the tie rods.
On a hydraulic power steering system the rack carries a piston inside a cylinder, and a valve on the pinion directs pump pressure to one side or the other of that piston in proportion to the effort at the steering wheel. Rubber gaiters at both ends of the housing keep dirt out of the rack and the inner tie rods.
